Ok, I like so much the Dragon's Council that I thought with AlphaWolfPup if they were part of the fanfic of the Magic Kp...
-Numot, the Destroyer: His human form looks like a man with resemblance with a Vampire or a Demon, he is the youngest of the counsil, is more like a hero than a wise Dragon, he is a powerful and strong Dragon and had short temper. Still he never start a figth with another Dragon and usually don't keep grudges with others. Is a Combat and War genius but is kind of klutz on other matters... easily to trick in common situations... Shego make fun of him a lot, but she actually only beat him only once! -and she tried a lot- . Isabel had managed to beat him up a lot. He is usually against Shego
*Note: In magic he can destroy two land id he hit directly... I think he could do something relative he can make his enemies weaker and weaker with each times he attacks and blocking the enemy powers ...
-Intet, the Dreamer: Her human form is like an eery tall woman with blank eyes, usually smiling. The one dragon than can predict future situations and also can make spells. She has a bad reputation of chasing anyone she finds interesting and also have problem with respecting personal space. A highly intelligent Dragon but with a odd behavior and that make her hard to guess she is doing or thinking. If she get serious she could be a dangerous foe and formidable enemy but she is usually discracted person or else trying to hitting on any one interesting. She is variable sometimes she don't support Shego others she do... usually without reasons...
*Note: In Magic this Dragon can remove spells and creatures from the Deck and then do the spells and invoque creatures without paying any mana cost.. so I guess Intent should see future in a limitated way but she can do spells and invocations easily for her level of intelligence.
-Teneb, the Harvester: My fav Dragon by the way. I'm not sure if doing it a him or a her... If is him is an old man with a beard and a but hunch if it's a her is an old woman with a cane and also a bit hunch. the eldest of the Dragons even older than Isabel, she is actually familiar of Isabel and has a soft spot for Shego and usually defend her in the counsil... Teneb is hard to show what she trully thinking because she is really wise dragon she don't show many emotions to others. She is usually aloof. The most respected Dragon and head of the council. Teneb has a dreadful ability of rise creatures from death. She don't fight just rise the fallen enemies or allies and control them to attack (that's why other Dragons don't even think on fighthing her)
*Note: Teneb actually in Magic have the ability of bring a creature from any graveyard to play under his/her control. And also he/she looks Quite old so it's the less changed one.
-Vorosh the Hunter: She is a blind and serious woman, tall but not taller than Intent. She has powerful sences that make up for her blindes... She completly can tell who is who around her and is impossible to sneak out to her. A formidable figther she even got stronger each moment that fight with anyone. She has a tough character and was againts Shego at first, She was forced by Teneb to train Shego as a figther and leader, but later she saw potencial in her once Shego accept Vorosh advices. The closest person to Shego from the council. She support Shego most of the times...
*Note: Vorosh in Magic each time it hits the oponent player it can double it's power and defence.
-Oros, the Avenger: He is a closed beard man with hair covering his eyes and quite muscular, is as tall as Vorosh, think of him as a barbarian. He is actually friendly and usually laugh hard and is very easy to talk with. But he can carry grudges for quite a long times. In battle is different he usually a scary opponent that even can intimidate most of his enemies and has an strange ability, he can attack many opponents at once, saddly sometimes even allies. Close friend of Vorosh and favorite battle partner but he don't support Shego because she is an mixed Dragon, he even can't careless of her outside the cunsil but in counsil decitions if Shego is right he votes for her if she is wrong he vote agains her. Also He wanted and hoped to be Isabel (aka the Dragon Empress) mate... but she choose Jaylen ^_^
*Note: Oros in Magic each time it attacks he can give 3 of damage to other nonwhite creatures.
A funny trade with the council, they are fanatic of bets, they even bets on Isabel or Shego actions or any thing worth to bet... Also Intent like to hitting on Jaylen in a creepie way in front of Isabel or even Kim infront of Shego, she is really weird XD

For design I'm going to have to say Numot & Vorosh are my faves; I like the skull theme with Numot's armor and I really like Vorosh's overall design
For personality Teneb and Intet are my faves; I always like the wise elder types and Intet is interesting and makes me laugh ^_^ heh
I think Oros is cool too though, he sounds very strong.
Mhm before I come to main part, there is something I'd like to say. Don't you think that you made them a bit too... thin ?? I mean, they look a bit as if their stomachs were squeezed with a vice.
In terms of look my faves are:
Numot - I see an interesting mix in him, in comparison with the rest he is, don't be afraid to say that, A midget. He resembles a dwarf a bit with that goatee (you enjoy drawing goatees, don't you ?? They make people look evil and sinister XD) He looks like one of the most serious counselor (can I call him like that ??) he has his hands placed behind his back which could show that he is a serious and dutiful soldier/commander, he simply looks as if giving/receiving orders. Not to mention that look in his eyes, that almost pierce the viewer, I can almost feel his sight trying to burn a hole in my forehead XD
Also, he looks really young, if it wasn't for that goatee and seriousness he would look like a teenager. I even started to think that he grew that goatee to look at least a bit older, cause being the youngest probably pisses him off and the rest can call him greenhorn (At least I bet that Intent would do so, not to mention Teneb calling him Child all the time) and order him to get drinks for everybody
Intent - Mhm I've been wondering, are those white eyes are just some kind of eye-colour for dragons ?? Mhm... she can see future ?? It's a bit like one of the mutant in X-men, Mystique's friend I just don't remember her name, it was destiny or something. She was blind and had a power to see future.
I really like her armour, it's not very revealing, actually it hides almost everything but in the same time it gives that "Yummy what a lovely and sexy body ^^" impression. The fact that her armour is so scale-ish makes it looks really great, it's very streamlined and, to some extent, smooth, making it looks as if every possible hit would simply slide down if it every happens to connect. She looks very self-confident and content with herself. Just being curious, did you add those "whiskers" to make her looks mischievous, a bit like... Naruto ??
Wait a second... She hits on Jaylen and Kim and she is STILL ALIVE ?? Wow... she must be pretty powerful to withstand Shego's and Isabel's wrath XD Btw. what do you mean by "in a creepie way"
AHH and now my fav, in other words Vorosh
It will sound strange to you but... I really like her rather muscular belly, dunno why, it just looks nice
And now, Conan the Fringe XD Hehe I just love that fringe you gave to him, despite his powerful muscular body it makes him look a bit... mhm which word should I use, friendly? Sweet? Nice? WELL Let's just say that he looks cool with it. Also if I'm not mistaken he is the only Counselor that doesn't have those plates that cover that weak-spot over heart, you mentioned before. Numot, Intent and Vorosh are wearing armours, and those chastity-plates are pretty much visible on Intent and Vorosh's armour. Teneb doesn't look like wearing any armour, maybe except shoulder-protectors, but as you mentioned she doesn't really get into fights and prefer to send in resurrected creatures, so she virtually doesn't need armour.
Right I should talk about Oros. So as I mentioned he doesn't seem to wear chastity-plates. Since he is a barbarian one would assume that he simply spits on possibility of death and gets a lot of joy from fighting and risking his life. Mhm... mind if I advice something ?? You should make the line between his upper and lower teeth more visible, cause for now it looks as if he had his mouth wide open (flies will go to the place were no fly went before... and came back) and with that line on his beard next to mouth, it looks as if he was drooling XD
Heh Teneb seems to be a bit... out of place here, a wise, ancient sage among all those, rather young, fellows. But the fact that she is in the center makes her look the most important of all of them

Also... Vorosh is pretty scary, she is rather cheap and if you pay three mana points she becomes two times stronger then she was... and you can make her even stronger every time you hit enemy player. That's A ONE HELL OF A SCARY CREATURE.
